Job Description: POSITION SUMMARY: Reports to the Vice President, Programs; responsible for the development, implementation, coordination, and management. Position will have responsibility for the overall effective management and allocation of personnel and resources necessary to meet contract requirements. MAJOR POSITION ACTIVITIES: ?Establishes policies and procedures for performance and control of all project business management functions and technical support. ?Ensures that quality standards are applied to all levels of the work and measured for effectiveness. ?Monitors the performance of subordinate personnel and the submissions of required reports and Contract Data Requirements list (CDRLs) ?Services as the principle liaison between client and the Customer ?Directs and approves contract modifications, approves budgets, monitors contractual performance and costs and takes action to correct discrepant conditions ?Provides guidance, direction, and supervision over training, security, safety, and environmental policies procedures, and practices. ?Comply with all Federal; and State regulations and policies in the control and transfer of facilities and property. ?Supports ten facilities and operational management, coordination, execution, and enhancement of supply, maintenance and transportation missions ?Maintains overall accountability and responsibility of all assigned facilities and installation regulations and policies. ?Supervises overall management, control, and assume accountability of all assigned facilities; establish and ensure the maintenance of key control and physical security in all assigned facilities. ?Supervises overall work scheduling. ?Conducts formal briefings with customer(s) when required. ?Assists in problem solving and provide subject matter advice for matters dealing with coordination scheduling, and project development ?Provides overall supervision and accountability for State-owned properties operated by Project personnel. Responsible for the coordination and training, as required ?Implements a customer comment and complaint program and processing system that allows identification and correction of customer complaints validated by the COR. Provide feedback to the Government and customers on corrective actions(s) taken. ?Provides overall supervision of all facilities, including on-site office space usage, to include provided supplies and equipment. Sign for and be accountable for ?Provides overall supervision of all facilities. Maintains required safety publications ?Provides Technical Reports when requested by the State ?Executes the Quality Control Plan for the contract. The plan may include, but not be limited to, samples of in process and pre/final check sheets/reviews, requirements for completing the check sheets and reviews, and documentation of corrective action for noted deficiencies, to assure the requirements of the contract are being met. ?Executes the Safety Plan for the contract that reflects compliance with all safety requirements, procedures and policies relating to work under this contract ?This position will supervise staff.
